About Nancy

Nancy Nadel was born in 1946 in New York City. Her father was a pharmacist and her grandfather owned a corner grocery store. Her mother was a public school secretary to the principal and was the first girl in her family to get a college education through night classes, graduating with honors.

Nancy completed a Bachelor of Fine Arts degree in 1966 from Alfred University on a New York State Scholarship. She moved to California shortly after graduating from Alfred, and started a small business as a craftsperson, making hats. She married Chappell R. Hayes and returned to her studies for a second undergraduate degree in geology from San Francisco State University, and an MS in Engineering Geoscience from U.C. Berkeley on full fellowship. Nancy and Chappell’s daughter was born shortly after she completed her Masters degree. Nancy worked as a controller for the Oakland Feminist Women’s Health Center after the birth of her daughter, during which time she computerized their paper systems. She then worked as a geophysicist for the Terra Linda Group for eight years, followed by eight years at the US EPA where she worked as an environmental engineer. She helped her husband start a small consulting firm for election campaigns called GeoNodes. Nancy closed their firm when Chappell passed away in 1994.

One of the first tasks of GeoNodes was getting Nancy elected in 1987, as Director of the East Bay Municipal Utility District. Several years later she became EBMUD’s first woman Board President. After serving on the EBMUD board for eight years, Nancy successfully ran for Oakland City Council where she is serving her third term.

As a policymaker, Nancy has been an advocate for sustainable development for many years. She was a founding member of several organizations, The California Water Policy Group, Public Officials for Water Environmental Reform (which is still in existence) and most recently she has worked on the formation of two new non-profits: Restorative Justice for Oakland Youth and the Oakland Adult Literacy Task Force. She has published articles on various aspects of sustainable development in several journals. She was chosen to appear in a national poster on women engineers working for the environment. [EPA]

Nancy is on the Advisory Board of Dreamcatcher (a shelter for homeless youth), People Care 4 Daycare, and BAYCES. She is an avid tricyclist, chocolatier, photographer and gardener.

Accomplishments

Housing

New Housing
Involved in advocating for numerous housing projects throughout District 3, designed to integrate incomes in every neighborhood, including Forest City (a mixed income development), 14th and Madison (affordable housing with a set aside of apartments for emancipated foster youth), Mandela Gateway Housing near West Oakland BART (low and moderate income rental and first time homebuyers), Train Station (mixed income, rental and ownership), and Oak to 9th ,(mixed incomes).

Transitional Housing
Long a proponent of transitional housing for folks who are unable to make the transition alone. This has sometimes caused problems with the community who do not want transitional housing in their neighborhoods. Because it is needed and because it is the right thing to do, NN has pushed for and supported housing such as Covenant House (transitional housing for 18 to 24 year old homeless youth).

Condo Conversion
Working to make sure that a Condo Conversion ordinance equitably meets the needs of Oakland Residents of all income levels. On going.

Inclusionary Zoning
Has been working with Jane Brunner to pass an inclusionary zoning policy to require market rate housing developers with projects over a specific size to include some affordable unit in their project. The split in Council on this issue culminated in the creation of the Blue Ribbon Commission.

Zoning at Lake Merritt
Working with the Community on zoning in the Lake Merrit area and instrumental in sponsoring numerous workshops to review the options and hear the community’s concerns, especially as it pertains to height limits.

Homeless Issue
Has worked closely with DHS to establish housing for homeless, including supporting the city taking over the California Hotel at 34th and San Pablo, rehabilitating it, and providing wrap-around services for the homeless.

Has been a proponent of the Homeless Resource Fair (there have been four, to date) providing support, financial and staff.

Public Safety – Enforcement and Violence Prevention

Measure Y
Passed in 2004 mostly because of NN’s support and advocacy. [Measure Y]

County Detox Center
Obtained funding for detox center (for many years advocated for sobering and detox center, resulting in Alameda County opening such a center on January 9).

Formerly Incarcerated Re-entry to the Community
Chairs the re-entry steering committee to provide support for previously incarcerated residents to prevent recidivism. Project Choice was a grant funded program that Nancy championed the results of which showed that these support systems significantly decrease violent re-offense and recidivism. Support systems range from employment, to housing, to soft skill development, drug treatment, etc.

Employment
Advocated for employment for previously incarcerated young adults using some of the Measure Y dollars through Youth Radio.

Restorative Justice
Introduced Restorative Justice to the City of Oakland and co-founded the Restorative Justice for Youth group (RJOY has a site on Yahoo groups). Restorative Justice teaches youth communication skills and values based behavior toward the goal of encouraging them to take responsibility for their actions. RJOY members train street outreach groups (including Perata’s Peacekeepers), teachers and community members providing new ways to resolve conflicts.

Campbell Village Teen Center
Advocated for and was instrumental in the establishment of the Campbell Village Teen Center in the Prescott Area of West Oakland. The Center is operated by the Office of Parks and Recreation and provides an outlet for teens in the area.

Proposed Teen Center - Purchased a building with the district 3 discretionary funds for a Teen Center for West Oakland located at 3233 Market. There will be extensive planning by a committee of teens before the building is rehabilitated.

Bubble Ordinance
To ensure women’s access to reproductive healthcare without harassment. NN authored the ordinance with Quan and Brunner.

Police Officers
Proposed ways to increase the hiring and retention of police officers by offering new recruiting enticements, including raised salaries, hiring bonuses, etc. Some of the proposals have been implemented and others are under review.

Operation Safe and Clean Streets
Initiated Operation Safe and Clean Street in West Oakland. Various city departments led by District 3, go into the community and tow vehicles, site blighted properties, paint curbs, pick up trash, trim trees, etc. This effort is to demonstrate to the community (and the criminal elements) that the City cares.

Blighted Properties and Problem Liquor Stores
Worked with the City Attorney’s office to tackle blighted properties and problem liquor stores. Resulted in a few liquor stores changing the way they do business (i.e., becoming more community friendly by providing produce, less alcohol, etc.) and also resulted in a lawsuit against one particular egregious landlord.

Increased Lighting
Has funded the cost of increasing the lighting in neighborhoods beyond the recommended standards. (There is belief that increased lighting cuts down on crime.)

Seismic Safety
Nancy chairs the ABAG EQ hazards outreach committee and has advocated for funds to survey soft story structures in Oakland (one of the most vulnerable to EQs) toward developing a program to encourage seismic strengthening of these structures.

Allocated discretionary funds for police bicycles, and Crimestoppers Fund

Continually encourage community participation in their Neighborhood Crime Prevention Councils

Working with Congresswoman Barbara Lee's office on unwarranted helicopter hovering and noise over West Oakland

Participated in emergency meetings following the freeway meltdown accident and assured safe re-routed traffic routes through city streets during freeway repair

Oakland Arts

Malonga Casquelourd
Renamed Alice Art Center to Malonga (2004). Has supported keeping this vital cultural center in the City of Oakland and making it a viable artists’ venue.

Art Murmur
Has supported the Art Murmur district on Telegraph which is growing asset to that neighborhood with galleries and designer clothing becoming a viable part of that area (23rd to 30th on Telegraph). Facilitated street closure for First Fridays Gallery Walk and helped coordinate a free bus from galleries to the museum.

Environmental Justice

Diesel
Reduction of Diesel Pollution in West Oakland – worked with Port and Environmental Indicators Project.

  • To get trucks rerouted so less of a hazard in neighborhoods with respect to air pollution as well as drivers being able to see small children.
  • To get truck parking on Army base and out of neighborhoods.
  • To address other toxic concerns in West Oakland where asthma is a major problem.

McClymonds Students
Working with McClymonds H.S. students to learn about air pollution in their community and how to decrease it.

Fireplace Ordinance
Nancy and Jean Quan passed an ordinance limited new fireplaces to decrease particulates in the air

Green Buildings
Nancy passed a green building resolution for city buildings.

Oil Independence
Nancy established a task force which just issued its recommendations to the full council toward reducing oil dependence by 2020.

Zero Waste
Supported and helped pass a Zero Waste by 2020 ordinance.

Plastic Bag Ban
Proposed Plastic Bag Ban which was passed by council but is now under attack in the courts.

Smoking Ordinance
Supported Smoking Ordinance and worked closely with City Attorney’s office to implement new controls at the request of youth to prevent smoking at bus stops.

City Infrastructure

Parks
Supported rehabilitation of various parks including Bertha Port, Willow Park,

  • Working with the Peralta Business Group and the Friends of Oakland Parks on the renovation of Raimondi Park. Includes providing funding, providing staff, advocating for support from Council, etc.
  • Working with community and City Slickers to transform Fitzgerald Park (34th and Peralta) park into a community garden. Includes providing funding, providing staff, advocating for support from Council, etc.
  • Working with community to transform Jefferson Park (7th and Clay) into a skate park.
  • Was instrumental in getting Lafayette Park 10th and Clay) cleaned up and community friendly again (was being used by homeless, drug dealers, etc.)
  • Was instrumental in getting Mandela Parkway rehabilitated.
  • Supported the rehabilitation of Cleveland Cascades across from the lake.
  • Supported the rehabilitation of the Sensory Gardens at the lake.
  • Supported dog parks at Mosswood and Lake Merritt (there will be a grand opening of the Mosswood Dog Park on March 1)
  • Crafted a community compromise to accommodate community desires for green space and the establishment of a restaurant with dedicated parking as per Measure DD at the Lake

Trees
Has been working for years with the Peralta Business Group to plant trees in West Oakland for the past four or five years, supporting that group with staff and funds.

Streets
Helped get 8th Street changed to a two way street. Advocated for new curbs, pothole repair, speed bumps, etc.

Traffic Lights
Heard the community and had stoplights installed at 28th and Broadway and near 27th and Harrison (across from Westlake Elementary School)

Parking
Worked with community to get an ordinance passed for mixed use parking permit program in the Jack London Square area. Supported credit card operated meters to prevent unfair enforcement around synagogues during worship.

Historic Preservation

Fox Theater
Supported restoration and rehabilitation of the Fox theater as part of the uptown improvement strategy.

West Oakland Train Station
Assured that the purchaser of the site would make the train station a public resource

9th Ave. Terminal
Assured that the Oak to 9th development project allowed the opportunity for rehabilitation of the building for appropriate use

Sustainability/Empowerment

West Oakland Economic Development Working Group
Established by Nancy in 2005 to reactivate idle industrial land with job producing uses and assure that jobs went to Oaklanders.

Preserved Industrial Land
For industrial and commercial use to assure the possibility of jobs and sustain viable business in Oakland

Business Improvement Districts –
Advocated for and helped pass a Koreatown BID and provided support staff and guidance for the establishment of 3 more (Uptown, downtown and old Oakland. These are public private partnerships that pool resources for public safety and beautification.

Army Base
Has been actively involved in getting the Army Base transferred and developed with uses appropriate for that location..

Adult Literacy -
Established an adult literacy task force to develop a consortium of service providers, improve outreach and add complementary services. (The group has a site on yahoo groups.)

Grocery Store
Has been working for years to get a grocery store in West Oakland and is close to making that a reality with a European Chain seeking to bring in Fresh and Easy at 7th and Market and a new organic co-operative market near the West Oakland BART station set to open in April.

Casinos
Worked with Jean Quan on Casino issues, keeping them out of Oakland

Small Business Issues
Worked with Larry Reid on African American business issues. Advocated for improving outreach to small businesses and contract compliance

Wireless Regulations
Worked with community to get a moratorium on cell towers in the City of Oakland until we could establish the strongest protections for the community that the law allows.

Motorcycle Noise
Worked with the community and the motorcycle clubs to control motorcycle noise in the community.

Instant Run-off Voting-
Helped get the measure on the ballot and passed. It will go into affect when the voting equipment is certified by the state (2010).

Car-Free Day
Institutionalized an annual car-free day in Oakland

Co-op Credit Union
Advocated for them to find a better location closer to BART. This is the only bank in West Oakland which Nancy was responsible in helping to establish.
